HASC, SASC Release Text of FY 2015 NDAA Agreement

WASHINGTON - Rep. Howard P. "Buck" McKeon (R-CA), Chairman of the House Armed Services Committee, Rep. Adam Smith (D-WA), Ranking Member of the House Armed Services Committee, Sen. Carl Levin (D-MI), Chairman of the Senate Armed Services Committee, and Sen. Jim Inhofe (R-OK), Ranking Member of the Senate Armed Services Committee,  today released the text of an agreement they have reached on the National Defense Authorization Act for FY 2015.

The joint explanatory statement and legislative text are available here:

  • Carl Levin and Howard P. “Buck” McKeon National Defense Authorization Act for Fiscal Year 2015 (Legislative Text) [PDF]
  • Joint Explanatory Statement to Accompany National Defense Authorization Act for Fiscal Year 2015 [PDF]

This legislation is substantially based on two bills: (1) HR. 4435, the National Defense Authorization Act for FY15 which passed the House on May 22nd by a vote of 325-98; and (2) S.2410, which was approved by the Senate Armed Services Committee on the same day by a vote of 25-1. Because passing this legislation before the end of the calendar year is vital, these two products were merged through a series of negotiations led by the leadership of the two committees. Negotiators also considered, and in many cases included, a number of proposals offered by members of both parties that were filed in the Senate. The bill provides for the pay and benefits of our troops and their families, funds counter-ISIL operations, continues a bipartisan process of reforming the way DoD does business, and makes important investments while adjusting to an era of declining resources. The bill also includes a bipartisan, bicameral package of public lands provisions that was worked out by the Chairmen and Ranking Members of the Natural Resources Committees in the Senate and the House of Representatives. The NDAA represents a broad bipartisan consensus about America’s national security goals, resources and policies.
